In a significant boost for Hertsmere, the Cabinet at Hertsmere Borough Council has approved a £1 million Community Infrastructure Levy (CiL) bid for Potters Bar Town FC (PBTFC). The funds will be used to build a much-needed 5G pitch, a project that has been long advocated by the club and local sports enthusiasts.

CiL is a tax levied on developers when building homes in the borough, with funds restricted to infrastructure projects that benefit the community. The bid, presented by Cabinet Member for Planning, Cllr Nik Oakley (Lab, Borehamwood Kenilworth), received widespread support during the panel review process.

“The backing for this project has been significant,” said Cllr Oakley. “This investment will directly address a key shortfall in our community’s sports infrastructure. These kinds of projects are exactly what CiL is designed for, and our administration recognises that. The political will to support ventures like this marks a departure from the approach of previous administrations, and it’s something I am very proud of.”

According to a 2019 football pitch assessment commissioned by the council, Hertsmere currently lacks three full-size and 20 small 5G pitches available for community use. The new facility will help meet that need, providing a modern space for local teams, schools, and community groups.

Cllr Chris Myers (Lab, Potters Bar Furzefield), Cabinet Member for Culture & Leisure, expressed his enthusiasm for the project, despite not being a football fan himself.

“I’ve always admired the work PBTFC does for our community,” Myers commented. “When I first spoke with Chairman Peter about the need for a 5G pitch, we were still in opposition at HBC. Now, being in a position to help make this happen is truly heartwarming. The club’s vision for hundreds of hours of community usage per month really resonated with me.”

Cllr Chris Gray (Lab, Potters Bar Furzefield) also voiced strong support, highlighting the overwhelming demand from local schools, youth football clubs, and women’s teams.

“The need for this pitch is undeniable,” Gray said. “Before the club even breaks ground, they have secured community use agreements for over 50 hours a week. This will be a game-changer for local sports.”

While the Cabinet has approved the funding, the final decision will be made by Full Council on September 25th. With support from both the Labour-Liberal Democrat administration and the Tory opposition, the project is expected to gain full approval.
